Joe established a consulting firm that assists public jurisdictions in administering the Neighborhood Stabilization Program. From 1975-2008, he was the Rehabilitation Manager for the City of Hammond’s CDBG & Redevelopment Division where he managed the rehab of 3,000 housing units totaling $90 million. He led the Mayor’s Housing Task Force and serves on several boards, including the Hammond Boys and Girls Club.

Ben concentrates his law practice in affordable housing development and finance. He has significant experience with federal, state & local loan and grant programs utilized for the rehabilitation and new construction of multi-family housing. He represents developers, lenders and investors involved in LIHTC syndication. He’s a member of governing committee for the American Bar Association Forum on Affordable Housing. He is Board President for the Illinois Housing Council.

Dave merged the boards and management teams of four Farm Credit associations in Michigan to form the fourth largest Farm Credit System Association – a $5.7 billion association with 20,000 members, 37 branch locations, and 400 staff members covering Michigan and NE Wisconsin. GreenStone provides financing, crop insurance, life insurance, tax preparation, and accounting services for its customers. He is a board member of Rural Partners of Michigan and Future Farmers of America.

Dana directs all aspects of Enterprise’s national award-winning Green Communities program, which includes strategic planning, program development, public policy and financing, for green improvements. She also serves as managing director of the Green Communities Offset Fund. Dana worked with the Maryland Department of Planning, the Northwest Area Foundation, and was a former Peace Corps Volunteer. She’s a LEED Accredited Professional.

Allan has 25+ years of economic development experience (22 with Consumers Energy). From 1996–2001, he worked on economic development programs in Argentina, Brazil, and Venezuela for CMS Energy. He is the Chairman & Managing Director of Rural Partners of Michigan, a nonprofit council supporting rural communities and Sponsor of the annual Michigan Small Town & Rural Development Conference.

 

Sharon Legenza, JD, Executive Director

Sharon manages Housing Action Illinois, which is dedicated to creating and preserving the supply of affordable housing throughout Illinois through organizing, policy advocacy, training and technical assistance. They work on state and federal policy and increase the capacity of nonprofit real estate developers and housing counseling agencies. Prior to joining the organization, she was the Interim Executive Director, ACLU of Alaska, and worked for several law firms in Chicago.

 

Salli Martyniak, President

Salli works with nonprofits in Wisconsin to make strategic financial decisions and to build their financial capacity for greater success. Her organization has provided more than $22 million in loans to nonprofits across Wisconsin. Prior to joining FCI, she owned ZABA, Inc., which engaged in fundraising for nonprofits and project management for associations, communities, nonprofits, and for-profits. Previously, she worked for several banks and at the Wisconsin Housing and Economic Development Authority.

David manages Hoosier Uplands, a multi-purpose nonprofit agency that is a CHDO, an Area Agency on Aging, a Community Action Agency and a Licensed Home Health & Hospice Agency. Hoosier Uplands employs 270 people. David is a board member of the Indiana Housing & Community Development Authority. Prior to becoming CEO of Hoosier Uplands in 1987, he worked in management in the trucking industry and in law enforcement.

Mary manages this human service agency, which provides programs including Human Development Skills Training, Crisis Intervention, HomeBuyers Assistance, Weatherization, Special Needs Housing, Business Development, and Early Childhood Development. Mary joined CAP Services in 1994, and was promoted to VP in 2000 and CEO in 2009. She’s treasurer of the Wisconsin Community Action Program Association and received its Outstanding Employee Award in 1996.

Teig provides legal and consulting services to Milwaukee CDCs. He has been the Primary Owner’s representative for more than $33 million in development including 147 units of affordable housing and nine new businesses. He was the primary administrator of the Historic King Drive Business Improvement District during a period of growth that led to 25 new businesses, $100M in development, 300 housing starts, and 1,300 jobs.

Joe leads the Indiana Bankers Association (IBA) which seeks to support its members' efforts to provide financial services to the citizens of Indiana by advocating the interest of its members and keeping the membership informed of those products and services that can assist them in their success. Joe joined the IBA in 2006 upon its merger with the Community Bankers Association of Indiana, which he had been serving as president and CEO since 1990. He previously was an executive officer of Merchants National Bank of Muncie, now First Merchants Bank, for 20 years.
