NMTC Staff

Rick Laber, CPA, Executive VP of Capital Allocation Group.

Rick manages GLCF’s capital allocation and maintains accountability for the management of our total asset portfolio, including our NMTC initiatives. He supervises all NMTC asset management and compliance activities and assists with any workouts. Rick is responsible for our existing NMTC portfolio as well as those of the other allocatees we manage. Prior to joining GLCF, Rick was with the Michigan State Housing Development Authority for five years. While at MSHDA, he served as the Director of Finance, Chief Underwriter, Acting Deputy Director, and Acting Executive Director. He also worked in the financial institution industry from 1992 through 2001 in various capacities, primarily as Chief Financial Officer. Prior to that, he was an audit Senior Manager with the international accounting firm of Ernst & Young. Rick holds a BSBA from Central Michigan University and serves on numerous boards.

 

Tom Edmiston, Sr. VP of Tax Credit Investing.

Tom oversees GLCF’s various State and Federal Tax Credit financing programs which consist of LIHTC, NMTC, Federal Historic, State Historic and State Brownfield Tax. He oversees origination activities, monitoring staff underwriting and due diligence activities, and reviewing the closing packet prior to Investment Committee review. Prior to joining GLCF in 2002, Tom directed the Michigan Statewide LISC program (Local Initiatives Support Corporation). Over a 14-year period, he provided training and technical and financial assistance to nonprofit Community Development Corporations (CDCs). Prior to his work in Michigan, Tom provided technical assistance to community groups, CDCs, and neighborhood business associations in Denver through the Community Design Center at the University of Colorado. Tom holds a Bachelor of Landscape Architecture degree from Michigan State University.

 

Jacob Horner, CPA, Assistant VP of Tax Credit Investment and New Markets Tax Credit Manager.

Jacob is responsible for deploying GLCF’s allocation of New Markets Tax Credits (NMTC) as well as oversight of the asset management and ongoing compliance monitoring of NMTC deals for GLCF and other unrelated Community Development Entities. Jacob also oversees the preparation of GLCF’s annual application for allocations of NMTC. Prior to joining GLCF, Jacob worked with the accounting firm Plante & Moran, PLLC for over four years, providing audit, tax, and consulting services and specializing primarily in the affordable housing and community development industry. Jacob’s other experience includes working with the CPA firm PricewaterhouseCoopers and the Michigan Tax Tribunal. Jacob is the board chair of Hometown Housing Partnership, Inc., an East Lansing-based Community and Housing Development Organization. Jacob is a licensed CPA in the State of Michigan and is a member of the AIPCA and the MACPA. Jacob has received a BA and an MS in Accounting with High Honors from Michigan State University.

 

Peter Giles, CPA, New Markets Tax Credit Specialist.

Peter’s responsibilities consist of all loan servicing, accounting, and reporting for Sub-CDEs and investment funds under our management, which includes those supported by our NMTC allocation and those we asset manage on behalf of other allocatees. In addition to his finance and accounting role, he conducts annual QALICB site visits to ensure NMTC compliance and performs annual CIIS reporting for our client’s and our own NMTC allocations. Previously, Peter worked for PricewaterhouseCoopers (PwC) in Detroit, Michigan. While at PwC, Peter worked in the Transaction Services division of the firm. Within this group, Peter worked on financial due diligence projects, assisting clients in either the acquisition or divestiture of a business. Peter also contributed on a number of other consulting assignments including work at General Motors, throughout their bankruptcy. His other experiences include numerous mission trips and service projects. Peter earned a Bachelor of Arts and Master of Science degrees in Accounting, at Michigan State University.
